I think there is a near-constant percentage of the human population that were, are and always will be homeless even if you provided them with free housing. I would imagine something like schizophrenia is among the reasons. Those poor wretched are damned. I have seen other people, even in communities like this where the local churches take turns housing a certain number of homeless people, giving them food, access to showers, phones, transportation, etc. to help them get back on their feet. But from what I have seen, they are people that are in fact accustomed to indoor living - families, fairly well groomed, etc.  But I don't really know anything about it. I do know that when I see the cars lined up at our town's little church, there are way too many people in way too nice of cars and they are CLEARLY not locals. I suspect there are people so amoral that they go from town to town, church to church and greedily take all they can for themselves and their paleolithic tribes. Always predatory.  I have read articles that characterise those homeless shelters as being hunting grounds for the same brand of sociopaths.
