Yes that silliness is desperately making the right wing rounds but all you have to do is watch exactly what he did.  It was precisely what it looked like.

He’s on the spectrum. He was overstimulated and excited. All he did was say “I give my heart to you,” and made that gesture. He’s unable to consider how his actions would be interpreted. I never said he’s a nice guy. But he’s definitely not a nazi. He’s probably more honest than anyone in DC. People on the spectrum don’t really lie.
