Roosevelt held deep-seated beliefs in a racial hierarchy. He famously stated that nine out of ten Native Americans were "dead" and vicious, and championed policies that stripped Indigenous tribes of millions of acres of land. He also actively reduced the number of Black Americans holding federal patronage jobs.
