I take exception to this.  I don't see where red of blue comes into it, a district should be formed according to common interests/issues Urban vs rural for example. Mountain vs plains, Waterfront vs interior...    My own State was once part of Virginia yet had very different issues and was underrepresented in state government. Our land, our issues, just did not jibe with the rest of the state.
