Ontario provides electricity to Minnesota, New York and Michigan."


This means absolutely nothing. My neighborhood would be the prime target of such a 'tariff'. We draw 1% of our electricity from Ontario during periods of extenuating circumstance when no other source is available...and there's always another source available. It is pure theater.
