My brother that died last Summer lived in Texas for 25 years. He lived in both Houston, Dallas and Saint Antonio mostly. He told me there is a huge population of I think Vietnamese fisherman there. Anyway he was friends with one of them. Every year when fishing season started my brother would get a license and his friend would not. He said water should be free. My brother said the cops were so used to him they would arrest him once a season for show.
I got by without a fishing license for years then realized that the fees finance stocking and such that help make the fishing better. I could still sneak by I imagine, we had a 3 year game warden blitz in the area a few years ago, several times I got checked at the same spot 3 times a day. But I don't think they caught many as they were lazy about it and only patrolled very easily accessible spots. The kind of public places only folks with a license fish.
Anywho, the blitz ended and we are back to only rarely seeing a GW anywhere but local lakes where they have one stationed. I don't bother to carry my license when I fish the river behind my house unless I plan to stay for a long time and carry down a lot of gear as I could see them approach literally a mile away and other than a holiday weekends, they only boat by maybe 3 times a year.
