Asphalt grinding? Is someone paving their driveway?

Concrete driveways here - not sure why. Before we sold our last house we had to get ours redone because there was a crack.completely absurd but necessary.

They are putting in a city sewer line for the neighborhood but this was the railroad, they are apparently going to work on all the private crossings. I tried to catch them at the next one down to ask what and when but they got away.   Looks like they are going to halfass it again.
